Problem Note 51257: Vertical scrolling in the Media Annotation tool moves in coarse increments and the document flashes

When you use the Media Annotation tool to review documents, the vertical scrolling is not smooth because of how the repaint is done in Flash. This can make the Media Annotation tool difficult to use when the document contains a large number of comments.
